# Europe Faces a Rocket Launcher Shortage by 2030 as Japan Hardens Weapons Against Cyberattack

The head of the European Space Agency has warned that Europe will [face a shortage of rocket launchers by 2030](https://www.ft.com/content/b3a4fbe1-1d0a-47a0-8a6a-148f2a482678?syn-25a6b1a6=1) because demand for launches is growing faster than the region's capability to supply them. Satellite constellations for communications, earth observation and military reconnaissance all require access to orbit, and a European operator without a European launcher must buy from an American or Indian provider on that provider's schedule.

Japan is addressing a different bottleneck in the same category. The Russian agency TASS, citing the Japanese business daily Nikkei, reported that Tokyo will [equip military hardware with protection against cyberattack](https://tass.ru/mezhdunarodnaya-panorama/27997399), with particular attention to the data links between artificial-intelligence-guided drones. The common problem is capacity rather than intent. Governments across Europe and Asia have committed to higher defence spending, but the constraint has moved to industrial throughput: launch vehicles, munitions lines, secure electronics and the engineers who build them. Spending commitments can be made in a budget cycle. Factories, test stands and cleared personnel take years.

A launcher shortage transfers pricing power to the few operators with available capacity and delays European satellite programmes that depend on orbital access, including military communications. For suppliers of solid rocket motors, secure avionics and defence software in Europe and Japan, the constraint is a multiyear order book. For the states doing the buying, announced budget increases take years to convert into delivered capability, and that lag is the risk they are exposed to.
