# Washington Presses Kyiv to Spare Tankers Loading Kazakh Crude at Novorossiysk

Ukraine agreed in early August to leave non-Russian vessels alone at the Caspian Pipeline Consortium terminal, after earlier strikes there forced Kazakhstan to cut oil production.

United States Vice President JD Vance asked Ukraine to stop attacking tankers that load at the Russian Black Sea port of Novorossiysk, [the Financial Times reported](https://www.ft.com/content/725b4d15-bd8d-4083-a04e-db016338af2e?syn-25a6b1a6=1). Washington's concern is not Russian crude. It is Kazakh crude, which reaches world markets through the Caspian Pipeline Consortium terminal at the same port and which American oil companies help produce.

Kyiv accepted a limited restriction. Under an arrangement brokered by Washington, vessels are promised safe passage if they carry no Russian cargo, are not Russian-owned and are not under Ukrainian sanctions, [the Kyiv Post reported](https://www.kyivpost.com/post/81972). Russia's Foreign Ministry says Ukraine was responsible for earlier drone strikes on tankers carrying Kazakh oil, [according to RT](https://www.rt.com/russia/643301-ukraine-strikes-kazakh-tankers/). Kazakhstan cut output in July after the terminal was repeatedly shut.

The fighting continued overnight. RIA Novosti reported that [several hundred Ukrainian drones attacked civilian sites in Russia's Krasnodar region](https://ria.ru/20260812/krasnodarskiy-2110366694.html), killing one man in the settlement of Volna and scattering debris onto 21 residential buildings and four enterprises. The pattern is now explicit. Ukraine's most effective tool for pressuring Russia's economy is striking the tanker fleet that carries Russian and transit crude, and the United States is trying to protect the barrels it cares about while leaving the rest of that campaign in place.

## What this means

Kazakhstan, a landlocked producer, sends most of its crude through a Russian port, so a war between two other countries determines its export volumes. Kazakh output cuts remove light sweet crude from a market already short of Gulf supply, which raises prices for European and Asian refiners and increases revenue for producers outside the conflict. The American exception also shows the limit of the sanctions strategy: Washington wants to reduce Russian export revenue without disrupting the pipelines its own companies depend on, and those two goals are in direct conflict at that one port.

- Whether Caspian Pipeline Consortium loadings return to normal volumes, the clearest sign that the safe-passage arrangement is holding.
- Whether Kazakhstan restores the production it cut, which would ease pressure on light crude grades in Europe.
- Whether Ukraine shifts its strikes to Russian refineries and rail instead of tankers, keeping the pressure on Moscow's revenue while respecting the American request.
