# Hamas Leader Travels to Cairo for Talks Days Before Kushner's Visit

The movement says it is waiting for mediators and Washington to press Israel to follow the agreed roadmap, after Israeli strikes killed at least 11 people in southern Lebanon, the deadliest toll there since the June ceasefire.

The head of Hamas is travelling to Cairo for talks ahead of a visit by Jared Kushner, the American envoy, [The Hindu reported](https://www.thehindu.com/news/international/hamas-chief-heads-to-cairo-for-talks-ahead-of-kushner-visit/article71351898.ece). Bassem Naim, a member of the movement's political bureau, said the group continues to await pressure from mediators and the United States on Israeli Prime Minister Benjamin Netanyahu and his government to compel adherence to the roadmap agreed between the parties.

Israel gives a different account of where responsibility lies, arguing that the pace of implementation depends on Hamas meeting its own commitments on disarmament and on the return of remains. Egypt and Qatar have mediated each stage so far, and the sequencing of reconstruction funding against security guarantees remains the point where previous rounds have stalled.

Conditions vary sharply across the two territories. Lebanese Prime Minister Nawaf Salam rejected that account, saying those killed in Ansar were not military targets and calling on Israel to halt what he called an extremely dangerous escalation. Hezbollah said the strikes would be met with an "appropriate response."

The two theatres are linked by the same question. Whether the Gaza roadmap advances depends less on the text than on whether the parties believe the other side will be compelled to comply, and the deadly escalation in Lebanon reduces the confidence required for either to move first.
