India's maritime rescue agency lost communication with a Panama-flagged cargo vessel that sank off the coast of eastern India on Saturday, the Indian Coast Guard said. The ship carried 24 crew, including 20 Chinese nationals, three from Myanmar and one from Bangladesh, according to an account [reported by Dawn](https://www.dawn.com/news/2024735/india-launches-rescue-operation-as-bulk-carrier-sinks-off-east-coast).

[BBC News Hindi](https://www.bbc.com/hindi/articles/cjrvr1v5dvqo?at_medium=RSS&at_campaign=rss) reported that two crew members were recovered alive from a life raft and that a search and rescue operation continues for the rest, with the sinking occurring in waters near Odisha.

The Bay of Bengal in late August sits inside the southwest monsoon, when sea states in these lanes deteriorate quickly. The crew composition is typical of the dry bulk trade, where a Panamanian flag, an Asian crew and an owner registered elsewhere are the normal arrangement, and where responsibility after a loss is distributed across several jurisdictions.

Neither the cargo nor the cause of the sinking has been established.

## What this means

Dry bulk losses of this kind fall on protection and indemnity insurers and on the charterers whose cargo disappears, and repeated incidents in the same monsoon lanes push up premiums for the coastal India routes that carry coal, iron ore and fertiliser. The immediate exposure is human and the medium-term one is cost, because Indian power utilities and steel mills rely on seaborne coal and ore moving through these waters during exactly this season.

## What to watch

- The outcome of the search for the 22 missing crew, and any statement from Chinese authorities given that most of the crew are Chinese nationals.
- Whether Indian regulators identify a cause, since a structural or overloading finding would trigger inspections across similar aging bulk carriers calling at east coast ports.
