Andy Burnham made Kyiv his first foreign destination as United Kingdom prime minister. Moscow's public position treats alliance membership as the core issue and treats European-led formats as parties to the conflict rather than mediators.

Europe is therefore financing and coordinating a war effort, now extending to the transfer of missile-production technology, while the negotiating track sits idle, an arrangement that converts Ukraine support from an episodic aid question into a permanent line in European budgets.

Every step Washington takes back from European security shifts procurement and financing onto European treasuries that are already running wide deficits and paying more to borrow. That supports order books at European defence manufacturers and adds to sovereign issuance in France, Germany and the United Kingdom at a time when long-dated bond buyers are demanding higher yields. A frozen negotiating track means those budget commitments are open-ended rather than bounded.
