# Putin Has Concluded Peace Talks Failed and Is Preparing Heavier Strikes on Kyiv, Bloomberg Reports

Russian President Vladimir Putin has concluded that the negotiations mediated by the Trump administration will not produce a settlement, and Moscow is preparing to escalate its attacks on Ukraine, [Bloomberg reported on Wednesday](https://www.bloomberg.com/news/articles/2026-08-26/putin-moves-to-escalate-war-in-ukraine-with-talks-at-dead-end), citing three people close to the Kremlin. The plans under consideration include heavier conventional ballistic-missile strikes on Kyiv, including the city center, and on infrastructure in other Ukrainian cities.

The same account, [relayed by Ukrainska Pravda](https://www.pravda.com.ua/eng/news/2026/08/26/8050458/), says a growing number of Russian officials believe Putin could eventually use tactical nuclear weapons as a last resort. Bloomberg's sources added that there is no sign Russia is preparing to do so now. Four people close to the Kremlin told the outlet that Moscow sees few alternatives to escalation in the absence of diplomacy, and that expectations for the anticipated Moscow visit by US envoys Steve Witkoff and Jared Kushner, President Donald Trump's two main intermediaries, are very low.

Moscow has not denied that the process has stalled, but it frames the failure differently. Kremlin spokesman Dmitry Peskov has said Russia prefers to achieve its aims by peaceful means yet retains sufficient capacity to continue what it calls the special military operation on its own, [according to TASS](https://tass.com/politics/2158093), and told reporters last week that there are [no grounds for optimism](https://english.news.cn/europe/20260820/c6e36090124049ee98db1dda0107d333/c.html) because of Kyiv's position. Markets have spent 2026 discounting a negotiated end to the war, and that positioning is now the exposure. European natural gas fell below €30 per megawatt hour during the last round of peace optimism and the Stoxx Europe Aerospace and Defence index has lagged the broader Stoxx 600 this year, which means a durable shift back to attrition repricing gas, diesel cracks and defence earnings in the same direction. The transmission channel is physical, not sentimental: Russian missiles against Ukrainian grid and urban targets, Ukrainian drones against Russian refining capacity. Refined product markets, not crude, carry the strain, so diesel importers in Europe, Turkey and across Africa and South Asia absorb the cost, while European utilities and airlines face margin pressure through fuel. Ukraine's exposure is to air-defence interceptor supply, which is a US policy decision rather than a market one.
