# Nepal and Tibet Flood Toll Passes 460 With More Than 1,400 Missing as a New Lake Threatens Rescuers

Figures differ across the border. Rescue work is now constrained by a second hazard. A barrier lake has formed behind the debris in the direction of Gyirong Port, and both governments have issued fresh flood warnings for the area downstream.

Gyirong is one of the principal land crossings for trade between China and Nepal, and the corridor also carries hydropower and road projects built over the past decade. Neither the physical infrastructure nor the households in the valley carry meaningful insurance cover, so the loss falls on the two governments and on the villages themselves.

A glacial collapse has closed a working trade corridor and destroyed infrastructure that sits almost entirely outside insurance markets. Nepal's government absorbs the reconstruction cost directly against a narrow tax base, and Chinese state entities absorb the damage to border and hydropower assets. The broader mechanism is that Himalayan glacial lake failures are becoming more frequent as ice retreats, which raises the standing risk attached to hydropower and road projects in the same valleys, and there is no insurance market pricing that risk today.
