The economic substance of the SCO is settlement infrastructure and overland trade routes, not military commitment. Each summit that advances local-currency payment arrangements and rail or pipeline corridors reduces the share of Eurasian trade that must clear through dollar systems, which gradually weakens the sanctions leverage Washington relies on. Central Asian states gain optionality between Chinese, Russian and Western capital. The loser is the assumption that access to dollar clearing remains a reliable instrument of pressure on large economies.
