Water flowing off the Tibetan plateau is a resource China holds upstream of India and Bangladesh. Cutting reliance on the first and developing the second are the same policy applied to different inputs.

Neither changes the market this quarter. Tailings processing at scale is expensive and energy-intensive, and even a large domestic recovery program replaces a modest share of a billion-tonne import habit. The signal matters more than the tonnage.

Australian and Brazilian iron ore producers depend on a single buyer for most of their seaborne volume, so any credible Chinese substitution program compresses the long-run price they can expect even before it displaces a tonne, which shows up in mining capital expenditure decisions and in Australian budget revenue. India faces a different exposure, since flow and sediment on the Brahmaputra affect agriculture and hydropower planning in Assam and Bangladesh, and it has no treaty mechanism with China to arbitrate the dispute.
