# Iran sends the United States seven conditions for ending the war through Qatar and says it is ready for a "decisive war"

Tehran has publicly named three of the terms, including the lifting of the American naval blockade, and President Donald Trump cut short a Camp David weekend to return to the White House as the State Department issued a fresh regional security alert.

Iran has given Washington a list of seven conditions for ending the war that began in late February, and warned it will fight on if President Donald Trump rejects them. Mohsen Rezaei, secretary of Iran's Supreme National Security Council, [told Al Jazeera](https://www.aljazeera.com/news/2026/9/19/iran-says-conditions-to-re-engage-in-talks-end-war-sent-to-us-via-qatar) on Saturday that Qatari mediators had delivered the terms to the United States and that Tehran was waiting for a reply. "We are prepared for a decisive war," he said, adding that Iranian military assessments treat further American strikes as likely.

Rezaei named three of the seven in public: an end to hostilities on all fronts, the release of Iranian funds frozen abroad, and an end to the American naval blockade of Iranian shipping. He did not identify the remaining four. Russian outlets, including [Kommersant](https://www.kommersant.ru/doc/8970626) and [Lenta](https://lenta.ru/news/2026/09/19/iran-peredal-ssha-usloviya-mira/), reported the same three demands and quoted Rezaei saying that accepting them is in Washington's own interest and that threats from Trump will produce nothing.

Where accounts diverge is on what the offer means. David Des Roches, a former Pentagon director of Arabian Peninsula affairs, told Al Jazeera the terms would probably be read in Washington as a demand for surrender rather than a serious opening, while noting one concession: Iran has dropped the reparations claim it pressed in April, when officials [put the country's war losses at $270bn](https://www.aljazeera.com/news/2026/4/15/iran-says-270bn-war-loss-must-be-compensated-as-fresh-talks-with-us-loom). Iranian and Qatari framing presents the same document as the basis for restarting negotiations that collapsed when the earlier memorandum lapsed. Qatar and Pakistan have been the principal channels since [Doha said in early September](https://www.aljazeera.com/news/2026/9/1/qatar-says-efforts-under-way-to-end-iran-us-war-and-reopen-strait-of-hormuz) it was working to end the war and reopen the Strait of Hormuz.

Trump [left Camp David a day early](https://english.alarabiya.net/News/middle-east/2026/09/20/trump-cuts-short-weekend-returns-to-white-house) on Saturday and returned to the White House, and the administration gave no reason for the change. The same day, Houthi forces fired a ballistic missile toward Riyadh, and the State Department [issued a security alert](https://sa.usembassy.gov/security-alert-us-mission-saudi-arabia-september-19-2026/) covering Israel, Lebanon, Jordan, Iraq, Saudi Arabia, Kuwait, Bahrain, Qatar, the United Arab Emirates and Oman, warning that the conflict "has the potential to escalate rapidly" and telling Americans to expect airspace closures and flight cancellations. Washington has not responded publicly to Iran's conditions.

Oil has not yet priced the ultimatum. Brent crude [settled at $103.21 a barrel on 18 September](https://tradingeconomics.com/commodity/brent-crude-oil), down 1.54 percent on the day, after two weeks in which strikes on shipping pushed prices higher. China, the largest buyer of Iranian crude, has [urged both sides to halt hostilities](https://www.aljazeera.com/news/2026/5/6/irans-araghchi-holds-talks-with-chinas-wang-yi-in-beijing) and to reopen the Strait of Hormuz at an early date.

## What this means

The blockade is the term that matters for markets. It is the instrument keeping Iranian barrels off the water and keeping war-risk insurance and tanker rates elevated across the Gulf, so any American answer to it moves crude, freight and refining margins before it moves anything else. Asian refiners and Chinese buyers of Iranian crude gain most from a lifting, Gulf producers with routes outside Hormuz gain from its continuation, and energy-importing economies across the Global South carry the cost of a wider war through fuel bills and currency pressure. For Washington, conceding the blockade would remove the main non-kinetic source of pressure it holds.

## What to watch

- Whether the White House responds formally to the seven conditions, and whether Tehran or Doha discloses the four demands still unpublished.
- Brent and Gulf war-risk insurance premiums at the Monday open, and vessel counts transiting the Strait of Hormuz.
- Further Houthi launches at Saudi targets, which would test whether Iran's "all fronts" language covers forces it does not directly command.
- Movement of American naval and air assets in the region, the clearest signal of whether Trump's early return preceded a military decision.
