# Drone Strike Halts a Rostov Refinery as About 50 Aircraft Attack Southern Russia

Ukrainian forces struck oil refineries in both Novoshakhtinsk and Perm overnight, plus a defence plant in Ulyanovsk, killing two people and forcing the Novoshakhtinsk plant to halt operations.

Russian officials said about 50 drones were engaged over Rostov region overnight, [with interceptions reported at Kamensk-Shakhtinsky, Novoshakhtinsk and across several districts](https://ria.ru/20260925/bpl-2120160483.html). The Novoshakhtinsk oil products plant, the only refinery in Rostov region, [was damaged in the attack](https://ria.ru/20260925/zavod-2120160817.html) and [has suspended operations](https://www.interfax.ru/russia/1118394), Rostov Governor Yuri Slyusar said. No casualties were reported at the plant itself.

The night's drone campaign reached well beyond Rostov region. Ukrainian President Volodymyr Zelenskyy said Ukrainian forces also struck the Lukoil-Permnefteorgsintez oil refinery in Perm, more than 1,500 kilometres from the front line, [along with the Iskra defence plant in Ulyanovsk and two radar stations in Rostov region](https://www.ukrinform.net/rubric-ato/4167962-ukrainian-defense-forces-strike-oil-refineries-in-perm-and-novoshakhtinsk-and-two-russian-radar-stations.html). "We are responding to Russia's brutal strikes against life," Zelenskyy said of the strikes, which followed talks at United Nations headquarters on a possible bilateral ceasefire limited to energy targets. [The Moscow Times reported that a man was killed in the Perm strike](https://www.themoscowtimes.com/2026/09/25/at-least-2-killed-as-ukraine-strikes-industrial-sites-across-russia-a93790), in addition to the civilian [killed when a drone struck a truck in Belgorod region](https://www.kommersant.ru/doc/8974719). Authorities in Ulyanovsk reported at least eight people injured, and four more were injured in Voronezh, where the regional administration reported damage to residential and non-residential buildings. Airports at Perm and Cheboksary restricted and then resumed flights.

The refineries are the economically significant targets. Ukraine has spent months striking Russian refining and fuel logistics rather than upstream production, which is the part of the chain that supplies domestic diesel and petrol and cannot be quickly replaced with imported equipment under sanctions. The Perm plant processes roughly 13 million tonnes of crude a year, well above the Novoshakhtinsk plant's 5.6 million tonnes, making this one of the larger refining outages of the campaign so far. Each outage tightens the internal fuel market and pushes crude toward export at discounted prices.

The strikes also keep Russian civil aviation and freight operating under repeated interruption, and reaching Perm, more than 1,500 kilometres inside Russian territory, shows the range of the campaign extending well past the border regions where it began.

## What this means

Every refinery outage inside Russia shifts the country's product balance, raising domestic fuel prices and forcing more unrefined crude into export markets where it sells at a discount to Brent. The Russian budget loses the refining margin, Russian consumers and hauliers pay more, and buyers of discounted Russian crude in Asia gain. Repeated airport suspensions add insurance and scheduling costs across Russian logistics. If the campaign keeps taking plants offline faster than they are repaired, diesel rationing inside Russia becomes the visible symptom.

## What to watch

- How long Novoshakhtinsk stays offline, which indicates whether Russian operators can still source repair parts under sanctions.
- Russian wholesale diesel and petrol prices, the clearest measure of whether the strike campaign is reaching consumers.
- The frequency of airport suspensions in regions far from Ukraine, which shows how far internal risk premiums are spreading.
