Russian state agency TASS reported on Friday that the European Union has [agreed to allocate €6.6 billion to Ukraine](https://tass.ru/mezhdunarodnaya-panorama/28151989) under the European Peace Facility. That account has been confirmed. Member states reached a political-level agreement at a meeting of the Political and Security Committee in Brussels on Friday, releasing money that Hungary had held up for more than two years and that became reachable after a change of government in Budapest. European Union foreign policy chief Kaja Kallas wrote on social media that the deal was "good news for Ukraine and bad news for Russia." The funds break down into €900 million for the European Union's military assistance mission, €1 billion for joint equipment procurement and €4.7 billion to reimburse member states for weapons and ammunition already donated to Ukraine, with formal sign-off expected at a foreign ministers' meeting on September 28. Several member states have said they will pass their reimbursements on to Ukraine, with air defence the stated priority.

The war reached further into civilian life this week. Israeli outlet Ynet reported that a 14-year-old boy with Israeli citizenship [was killed when a Russian drone hit his family's building in central Kyiv](https://www.ynet.co.il/news/article/rk6vvaxczg), not far from the Israeli embassy, and that his family asked to bring his body to Israel for burial. Russian strikes across Ukraine on Thursday killed at least eight people, [according to Euronews](https://www.euronews.com/2026/09/24/at-least-eight-killed-in-wave-of-russian-strikes-across-ukraine-as-attacks-intensify).

Ukraine's partners are also exploring capability rather than only cash. Russian business outlet BFM reported that Finnish President Alexander Stubb asked Elon Musk to enable Starlink coverage that would [improve the accuracy of Ukrainian strikes inside Russia](https://www.bfm.ru/news/618990), a claim that frames a commercial satellite network as a direct participant in targeting.

## What this means

The mechanism is procurement. Unblocking the European Peace Facility converts a stalled reimbursement fund into orders for air-defence interceptors and systems, which flows to European defence manufacturers already operating with multi-year backlogs and constrained propellant and seeker supply. The exposed parties are Ukrainian cities facing a second winter of grid attacks, European defence suppliers gaining funded demand, and insurers covering logistics inside both countries as strikes move further from the front. Hungary's new government removed the veto, but the distribution mechanism still has to be agreed, which is why Moscow's account and Brussels' account differ on whether the money is committed. The precedent is the 2024 Ukraine Facility, where headline sums were announced months before disbursement reached suppliers. The likelier outcome is a political agreement on September 28 followed by a slow conversion into deliveries over quarters rather than weeks, conditional on member states accepting the distribution formula. Renewed blocking by another capital would stall it again.

## What to watch

- Whether the September 28 foreign ministers' meeting produces an agreed distribution mechanism, the step that turns a frozen fund into contracts.
- The share of the money directed to air defence, which determines how much protection Ukrainian energy infrastructure has before winter.
- Public responses from Starlink's operator to the Finnish request, because commercial satellite involvement in targeting sets a precedent other conflicts will follow.
