India's commerce and industry minister, Piyush Goyal, described his meeting with United States Trade Representative Jamieson Greer as a [productive discussion on the early conclusion of the bilateral trade deal](https://www.thehindu.com/business/Economy/productive-discussion-with-ustr-greer-on-early-conclusion-of-trade-deal-goyal/article71531414.ece). The two met in Milwaukee around the Group of 20 trade ministers' meeting, where they also [exchanged views on the wider G20 agenda](https://www.aninews.in/news/business/piyush-goyal-us-trade-chief-meet-in-milwaukee-to-push-india-us-trade-deal20261001092755/). Prime Minister Narendra Modi and President Donald Trump spoke by telephone the same day to review bilateral cooperation.

Goyal said last week that the agreement is [almost done and dusted](https://www.businesstoday.in/latest/economy/story/india-us-trade-deal-almost-done-and-dusted-says-piyush-goyal-557724-2026-09-25). The two sides announced the framework for the first phase in February, and subsequent changes in United States tariff policy reopened the negotiation. What remains unresolved is the tariff schedule itself, and specifically whether Indian exporters receive terms that place them ahead of competing suppliers in the American market rather than simply a lower headline rate.

That distinction is the whole negotiation. A bilateral tariff deal is not a return to common rules, it is a relative position. India is bargaining for an advantage that is only worth having as long as Washington keeps charging competitors more, which makes the arrangement a political asset with a maintenance requirement rather than a settled market access right.

## What this means

The channel is relative tariff differentials, not average tariff levels. Indian textile, gems, auto-component and electronics exporters gain if their rate sits below that of Vietnam, Bangladesh and Mexico, and they lose that gain the moment Washington signs a comparable deal with a competitor, so the value of the agreement depends on continuous political attention from New Delhi. Both governments want a signable deal, Modi for export growth and investment confidence, Trump for a demonstration that bilateral pressure works, and both can deliver it because neither needs legislative approval for tariff schedules. The precedent is the 2019-2020 United States-China phase one agreement, where headline commitments were announced quickly and the purchase and tariff terms then required constant renegotiation and were only partly implemented. The likelier outcome over the next one to two quarters is an interim agreement covering a subset of goods, with the most sensitive items on agriculture and dairy deferred. A collapse of talks over those sensitive sectors, or a fresh United States tariff action against India, would show the framework announced in February cannot be converted into schedules.

## What to watch

- Whether an interim agreement is announced with published tariff lines, which would show the sequencing dispute is resolved rather than deferred.
- How India's agreed rates compare with those granted to Vietnam and Bangladesh, since the competitive gain lives entirely in that gap.
- Indian export volumes to the United States in textiles and gems in the months after any deal, the test of whether tariff terms translate into orders.
