# Manila Says a Chinese Survey Ship Falsified Its Position Near Undersea Cables

The Philippine Coast Guard tracked the vessel inside the country's exclusive economic zone off Batanes while its transponder reported a location more than 2,000 nautical miles away.

A Chinese civilian research vessel has spent more than a week operating in waters off the Philippines' Batanes Islands, the South China Morning Post reported, in an area that has become [contested as Beijing presses against maritime boundary work between Manila and Tokyo](https://www.scmp.com/news/china/diplomacy/article/3369334/chinese-research-ship-near-batanes-sparks-undersea-cable-concerns-manila?utm_source=rss_feed). The Philippine Coast Guard located the ship, the Jia Hai Ke 7, about 37.8 nautical miles northwest of Itbayat, inside the Philippine exclusive economic zone.

The coast guard also said the vessel misreported its position. Its automatic identification system showed it leaving Xiamen after midnight on 21 September and then placed it off Papua New Guinea, more than 2,000 nautical miles away, by that evening, a trail Philippine officials called [physically impossible](https://www.philstar.com/headlines/2026/09/28/2559544/pcg-chinese-ship-faked-location-near-batanes-cable-corridor). The coast guard said the ship held position over waters crossed by submarine cables in a pattern [consistent with an unauthorised seabed survey](https://mb.com.ph/2026/09/28/pcg-flags-suspected-seabed-survey-by-chinese-vessel-off-batanes). Beijing has previously described such vessels as conducting normal scientific research and has rejected Philippine characterisations of its activity in these waters.

The Luzon Strait carries the submarine cables that connect the Philippines to Northeast Asia and onward across the Pacific. Cable corridors are the physical layer of financial settlement, cloud services and data traffic, and they are protected by almost nothing other than their obscurity and the cost of finding them.

## What this means

The exposure is infrastructure that markets do not price until it fails. Submarine cables carry banking settlement, cloud workloads and the data traffic of regional industry, and repair ships are few, so an outage in the Luzon Strait would raise latency and operating costs for Philippine and Taiwanese firms and for the carriers that lease the capacity. Survey activity is not damage, and that is the point: mapping is cheap, reversible and deniable, which gives Beijing an option it can hold without using. Manila wants documented evidence to support its boundary position with Tokyo and to justify foreign security cooperation, and China wants to raise the cost of that cooperation without triggering a treaty response. The precedent is the repeated severing of cables to Taiwan's Matsu Islands in 2023, after which Taipei funded satellite backup capacity and submarine cable monitoring rather than confronting the shipping involved. The likelier outcome over the coming months is more documented Chinese survey activity near Philippine cable corridors and Philippine and Japanese investment in cable monitoring and redundancy, with any actual cable break being the development that would turn this from a surveillance dispute into a commercial emergency.

## What to watch

- Whether any cable in the Luzon Strait suffers an unexplained fault, the event that would convert mapping into disruption.
- Philippine and Japanese announcements on cable monitoring, satellite backup or boundary delimitation, which show how seriously Manila and Tokyo treat the threat.
- Further vessels transmitting implausible position data in the region, since a pattern would indicate policy rather than one ship's behaviour.
