Turkish authorities have suspended about 131 investment funds holding roughly 17 billion euros on suspicion of market manipulation, and more than 50 fund managers and businesspeople have been arrested, [Deutsche Welle reported](https://www.dw.com/en/turkeys-stock-market-scandal-affects-nearly-half-a-million-investors-police-have-made-several-arrests-and-an-akp-politician-has-resigned/a-79494710). Some suspects have left the country. Borsa Istanbul identified manipulative transactions worth billions of lira across 41 listed stocks. Investigators have named 217 suspects, of whom 56 are in custody and 88 are under judicial control, and the Turkish broadcaster's account puts the number of affected investors at close to half a million.

The case has reached the governing Justice and Development Party (AKP). The Turkish daily Cumhuriyet [reported](https://www.cumhuriyet.com.tr/siyaset/borsada-manipulasyon-sorusturmasinda-tutuklanan-akp-il-baskan-yardimcisi-partiden-istifa-etti-2469445) that Kerim Toker, deputy provincial chair of the party in Aydin, resigned from all party positions on the day of his arrest in the investigation. A deputy chair of the party, Fatma Betul Sayan Kaya, has also resigned over the allegations.

The structure of the alleged scheme matters more than its size. Turkish retail investors moved heavily into equity funds during years of negative real interest rates, when deposits lost purchasing power to inflation and domestic stocks and property were among the few available hedges. Funds that pooled that money are the vehicles now frozen, which means the losses fall on savers who were already compensating for monetary policy rather than speculating against it.

Freezing 131 funds also removes a bid from the local market. Suspended vehicles cannot buy, and investors who can redeem elsewhere have reason to do so while the investigation runs.

## What this means

The mechanism is trust in the custody chain. When a regulator freezes a tenth of the domestic fund industry, the immediate loss is liquidity in mid-capitalisation Turkish equities, and the lasting loss is the willingness of households to hold local financial assets instead of foreign currency, gold or property. Savers bear the direct cost, Borsa Istanbul bears the lower turnover, and the Treasury bears it indirectly because a population that distrusts domestic funds holds fewer government-linked instruments. The documented precedent is Turkey's 2018 and 2021 currency episodes, after which household dollarisation rose and stayed high for years. The likelier outcome over the coming months is a measurable shift of Turkish household savings toward foreign currency and gold, which tightens the central bank's room to cut rates even as inflation falls. A quick repayment to fund holders and a transparent prosecution that reaches beyond mid-level figures would limit that shift.

## What to watch

- How quickly the frozen funds are either reopened or liquidated, which determines whether retail investors recover cash or face long legal delay.
- Turkish household foreign-currency deposit balances, the clearest measure of whether savers are leaving the lira financial system again.
- Whether the investigation produces charges against figures above provincial party level, which decides how the case is read by foreign portfolio investors.
