# Drone Strikes Shut a Third Yandex Data Center, Disrupting Russian Taxi, Delivery and Cloud Services

Yandex has added drone and missile attacks to the force majeure clause of its user agreement, and a Russian procurement channel says the company cannot replace damaged servers before 2028 because of a global memory shortage.

Yandex's data center in Vladimir [stopped working](https://ria.ru/20261011/rabota-2123759292.html) on Sunday, the Russian state news agency RIA Novosti reported, after drones struck infrastructure in the city's suburbs. The independent Russian channel Ostorozhno Novosti said that [Yandex apps were still failing about an hour and a half later](https://t.me/ostorozhno_novosti/55836). Readers reported that they could not order taxis or deliveries in Russia or in other countries where Yandex operates.

The Kyiv Independent says this is the [third Yandex data center shut down after a reported drone attack](https://kyivindependent.com/third-yandex-data-center-in-russia-shut-down-following-reported-drone-attack/). On Oct. 8 a strike [completely halted the company's data center in Sasovo, in Ryazan region](https://istories.media/news/2026/10/08/posle-ataki-dronov-polnostyu-ostanovilsya-data-tsentr-yandeksa-v-ryazanskoi-oblasti/), and outages spread to [banks and large websites that run on Yandex Cloud](https://t-j.ru/news/yandex-down-chronology/). On Oct. 10 Yandex updated its user agreement to list drone and missile attacks as force majeure, a clause that can exempt a company from contractual obligations to customers in the event of circumstances beyond its control.

Replacing the equipment may take years. The Telegram channel Bankrollo, citing the channel Vremya Goszakupok, wrote that Yandex [will not be able to restore its damaged data centers until at least 2028](https://t.me/bankrollo/68039). According to that report, the delay owes less to Western sanctions than to a global shortage of high-bandwidth memory and accelerator chips for new servers.

Russian lawmakers are already responding. A member of the Federation Council, the upper house of parliament, [proposed classifying the locations of data centers](https://techora.ru/news/v-sovfede-predlozhili-zasekretit-data-tsentry-2026-10-08) after the Ryazan strike.

## What this means

Ukraine has found a target set where Russia cannot rebuild quickly. Refineries can be repaired with domestic parts. Servers that depend on scarce high-bandwidth memory and artificial-intelligence accelerators compete with large global cloud providers (hyperscalers) for the same limited supply, and sanctions add extra cost. The exposure is concentrated: Yandex Cloud runs services for banks, classified-ad platforms and media, so one strike interrupts a wide part of the Russian digital economy. Yandex's force majeure change moves the losses onto its customers. The case also supports the desk's view that compute has become strategic. When hardware is scarce worldwide, physical destruction of capacity is hard to reverse, and that raises the value of air defense around data centers. The likelier outcome over the coming weeks is more Ukrainian strikes on Russian data and telecom sites, together with Russian moves to disperse and classify facilities and higher capital spending at Yandex. That read fails if a US-brokered limit on strikes against energy infrastructure is extended to cover digital infrastructure.

## What to watch

- Whether Russian banks or payment services report outages linked to Yandex Cloud. Payment failures would carry the strikes from consumer apps into the financial system.
- Any Russian law classifying data center locations or adding state air defense around them. Either step would show Moscow now treats compute as military-grade infrastructure.
- Yandex's next quarterly statement on capital spending and outage costs. It will give the first company figures for what the strikes cost.
