# Flávio Bolsonaro Pledges Only Inflation-Linked Minimum Wage Rises Before Brazil's Oct. 25 Runoff

Investors treat the senator as the more fiscally restrictive candidate after he finished ahead of President Lula in the first round, and the two are in a close race.

Senator Flávio Bolsonaro, the opposition candidate for president, launched a website to counter what he calls fake news. Folha de S.Paulo reports that the site [does not commit to real increases in the minimum wage](https://www1.folha.uol.com.br/mercado/2026/10/flavio-bolsonaro-cria-site-anti-fake-news-em-que-se-compromete-com-ajuste-do-minimo-pela-inflacao.shtml) and mentions only adjustment for inflation. The difference matters for the budget, because Brazil's minimum wage sets the floor for pensions and many social benefits.

Flávio [finished ahead of President Luiz Inácio Lula da Silva in the first round](https://tradingeconomics.com/brazil/stock-market/news/590611), contrary to most polls, and the Ibovespa, Brazil's benchmark stock index, rose sharply the next day. Markets see him as the more fiscally restrictive candidate, and his economic team has considered spending cuts of about 2% of gross domestic product. Polls have [diverged](https://www.aljazeera.com/news/2026/9/25/brazils-lula-and-flavio-bolsonaro-still-essentially-tied-in-new-poll), with some surveys showing a tie and others giving either candidate a lead.

The campaigns are appealing to different bases. At the centenary of a large evangelical church in Rio de Janeiro, Flávio said he faces ["lying enemies"](https://www.infomoney.com.br/politica/flavio-diz-que-enfrenta-inimigos-mentirosos-e-brasil-passa-por-guerra-espiritual/) and that Brazil is going through a "spiritual war." Lula held a [crowded rally in Natal](https://agenciabrasil.ebc.com.br/politica/noticia/2026-10/lula-faz-comicio-em-natal-e-flavio-participa-de-moto-carreata-no-rio), where the state news agency Agência Brasil said he compared federal investment under his government with that of earlier governments, while Flávio joined a motorcycle motorcade in Rio.

The economist Samuel Pessôa wrote in Folha that [each winner would face a different problem](https://www1.folha.uol.com.br/colunas/samuelpessoa/2026/10/lula-e-flavio-terao-desafios-distintos-para-governar.shtml) in governing. Lula would start a fourth term with spending commitments already in place. Flávio would need to build a congressional majority for consolidation measures that Brazilian governments have rarely sustained.

## What this means

Indexation of the minimum wage is the single largest lever on Brazil's mandatory spending. A real-wage rule raises pension and benefit costs every year, and an inflation-only rule stops that growth. Investors in Brazilian government bonds and the real are positioned for a Flávio victory and fiscal restraint, which the rise in Brazilian equities after the first round reflects. The risk in that positioning is that the market is pricing the winner's identity instead of the arithmetic in Congress. In 2019, the Bolsonaro government passed pension reform, but only after months of negotiation and with concessions. The likelier outcome is a short rally in Brazilian assets if Flávio wins, followed by months in which prices depend on whether Congress passes indexation changes in the first half of 2027. If Lula wins, expect a weaker real and a higher risk premium on long-term local bonds until his government sets out a credible spending rule. A Flávio victory followed by an early defeat in Congress on spending measures would prove the optimistic read wrong.

## What to watch

- Datafolha and Quaest polls in the final week before Oct. 25. A clear lead for either candidate would move the real and long local rates before the vote.
- Whether Lula's campaign commits to a specific fiscal rule. A firm commitment would narrow the gap between how markets price the two candidates.
- Party alignments in the new Congress. The size of a pro-consolidation bloc will decide whether any campaign promise can become law.
