# Seven senators, four of them Republicans, say Trump's Russian diesel deal breaks a 2022 import ban

The Treasury has issued a sanctions license through April 7 so that Russia can sell diesel to world markets, starting with the 300,000 tons Trump says will flow immediately.

A bipartisan group of senators has asked the administration to ["immediately reverse course"](https://fortune.com/2026/10/11/senators-trump-diesel-deal-putin-us-financial-lifeline-russia-ukraine-war/) on its plan to bring Russian diesel to market. The four Republicans in the group are Thom Tillis, Susan Collins, Lisa Murkowski and John Curtis. They argue that Congress banned Russian energy imports in 2022 and that the president's decision "runs directly counter to that law." The senators also said the administration [did not consult Congress or submit the explanation required by statute](https://www.thehindu.com/news/international/us-senators-question-legality-of-trumps-decision-to-allow-russian-oil-imports/article71573668.ece), The Hindu reported.

President Trump announced the arrangement after a phone call with Russian President Vladimir Putin. He said Russia would supply more than 300,000 tons of diesel immediately and 500,000 tons in November, followed by [1 million tons and then another 3 million tons](https://fox11online.com/news/nation-world/trump-announces-major-russian-diesel-supply-deal-after-putin-call-ukraine-war-plague-outbreak-midterms-gas-prices-sanctions-energy-sector-natural-gas-treasury-department). The Treasury's Office of Foreign Assets Control (OFAC) issued a [temporary general license through April 7](https://www.nbcnews.com/business/energy/trump-putin-diesel-prices-rcna602566) to allow the trade. Lawmakers from both parties told the [Financial Times](https://www.ft.com/content/debf0be6-d5aa-4ba7-bb66-7daf770d99ff?syn-25a6b1a6=1) that the deal would finance Russia's war and violate US law.

The deal reverses US policy only a month after Trump signed a broad sanctions law aimed at Russia's energy sector, which [directs the administration to target major buyers of Russian oil and gas](https://fox11online.com/news/nation-world/trump-announces-major-russian-diesel-supply-deal-after-putin-call-ukraine-war-plague-outbreak-midterms-gas-prices-sanctions-energy-sector-natural-gas-treasury-department). Indian commentators have noted the contrast with 2025, when Washington put an extra tariff on Indian goods because India kept buying Russian crude. Now the United States is licensing Russian fuel sales to bring down its own diesel prices.

Congress has limited ways to block the deal. The senators can object and hold hearings, but reversing a Treasury license would require legislation that the president can veto. Earlier this year, Republican Senate leadership [held back a sanctions push](https://english.nv.ua/nation/thune-derails-sanctions-push-clearing-path-for-trump-50529973.html) that the White House opposed.

## What this means

The license narrows the discount Russia must offer on its refined fuel and lowers the compliance risk facing traders and buyers in India, Turkey and China. It also shows other sanctioned producers that US restrictions can be relaxed when US fuel prices rise. Every country holding dollar reserves watches how predictably Washington uses financial sanctions. A sanctions regime that bends to domestic gasoline prices deters less, and it gives other countries less reason to build alternative payment channels quickly, because it shows that access to the US financial system can be negotiated. The more likely outcome is that the license stays in force through the November 3 midterm elections, because the senators lack a veto-proof majority. Once voting ends, the political case for keeping it weakens. This forecast would be proven wrong if Senate leadership schedules a binding vote, or if a court blocks the license on the statutory grounds the senators cite.

## What to watch

- Whether Russian diesel cargoes actually leave port under the new license in the next two weeks. Moving cargoes would show the deal operating in practice, not only on paper.
- Whether Senate leadership allows a floor vote. Without one, the senators' objection carries no binding effect.
- How Indian refiners and buyers respond to the US license. A shift in their purchasing would show whether Washington's 2025 penalties on India still restrain them.
