# French Navy seizes sanctioned Russian-linked tanker 450 miles from Réunion in the Indian Ocean

The DF Peak, formerly named Kaliningrad, was sailing under a false Benin flag, and Paris acted in the same week that Washington eased sanctions to import Russian diesel.

French forces [seized the oil tanker DF Peak about 450 miles from the island of Réunion](https://www.kommersant.ru/doc/9025113) in the Indian Ocean, the Russian business daily Kommersant reported. President Emmanuel Macron announced the operation and said the ship was presumed to be sailing under a false flag and carrying fuel illegally.

The Kyiv Independent reported that the vessel, [previously named Kaliningrad](https://kyivindependent.com/french-navy-intercepts-russian-shadow-fleet-tanker-in-indian-ocean/), was falsely flying the flag of Benin. It is under sanctions from the United States, the European Union, Switzerland, Canada and Japan. Western governments describe ships of this kind as part of Russia's "shadow fleet," a group of older tankers with opaque ownership that carry Russian oil outside the Group of Seven (G7) price-cap system. Moscow rejects that description and calls such seizures unlawful interference with commercial shipping.

The interception moves French enforcement well beyond Europe's waters. The French Navy has [boarded earlier tankers in the Mediterranean](https://gcaptain.com/the-ships-that-go-dark/), and in October 2025 France [detained a tanker off its Atlantic coast](https://www.aljazeera.com/news/2025/10/2/france-detains-russian-shadow-tanker-to-disrupt-war-in-ukraine). Réunion gives Paris a naval base on the route that carries Russian crude from the Baltic and Black Sea around Africa to buyers in Asia.

The timing sets Paris apart from Washington. The Trump administration has just [eased sanctions to let Russian diesel reach Western markets](https://en.mercopress.com/2026/10/12/republican-senators-urge-trump-to-cancel-the-putin-diesel-deal-as-unlawful?utm_source=feed&utm_medium=rss&utm_content=main&utm_campaign=rss). France chose the same week to tighten physical enforcement against Russian cargoes on its own authority.

## What this means

A boarding in the Indian Ocean raises the cost of moving Russian oil on the long route to Asia. Insurers, flag registries and shipowners now have to price seizure risk well outside European waters, and that widens the discount Russian crude must offer to Indian and Chinese buyers. France gains a role as the European power that enforces sanctions with its own navy at a time when Washington is selectively relaxing them, which fits the view that Paris is acting more independently of its allies. Moscow's practical options are limited to naval escorts, which it has used sparingly in the Baltic, or diplomatic protests. Finland's seizure of the Eagle S in December 2024 was followed by more European boardings, and the shadow fleet shifted to longer routes and new flags. The likelier outcome over the coming months is more French and other European interceptions near overseas territories, and Russian tankers moving to flags and routes that avoid French bases. A Russian naval escort for tankers in the Indian Ocean would mark escalation and raise the risk of a direct confrontation at sea.

## What to watch

- The discount on Russian Urals crude delivered to India: a wider gap would show that seizure risk is raising Moscow's cost of selling to Asia.
- Whether Russia sends warships to escort tankers past Réunion or the Cape of Good Hope: that would turn sanctions enforcement into a military standoff.
- Other European navies announcing boardings outside home waters: joint action would show that the French move is becoming a European policy.
