A Russian ballistic missile struck CHP-4, a combined heat and power plant in Kyiv, President Volodymyr Zelensky said, criticizing Western allies for giving no advance warning, [Euronews reported](https://www.euronews.com/2026/10/14/russian-missile-hits-kyiv-power-plant-with-no-early-warning-from-allies-zelensky-says). The strike came even though President Donald Trump has said an energy ceasefire is in effect. On October 10, Russia's Defense Ministry said its forces had struck Kyiv's TEC-5 and TEC-6 heat and power plants as part of attacks on 14 Ukrainian cities, [Argumenty i Fakty reported](https://aif.ru/politics/russia/zagnali-stolicu-pod-zemlyu-raketnyy-udar-vs-rf-dal-pod-dyh-energetike-kieva).

Ukraine says it received no intelligence warning of incoming strikes for a second consecutive night, [The New York Times reported](https://www.nytimes.com/2026/10/13/world/europe/ukraine-trump-intelligence.html). Asked about apparent US threats to cut off intelligence sharing, Trump said information was still flowing. The two accounts cannot both be fully accurate, and neither government has published evidence that would settle the question.

Russia is also targeting commercial logistics. A large distribution center in Khmelnytskyi belonging to Epicentr, a Ukrainian retail chain, was destroyed after Russian drones struck it 10 times in a single day, [Ukrinform reported](https://www.ukrinform.net/rubric-ato/4174158-russian-forces-strike-epicentrs-logistics-hub-in-khmelnytskyi-10-times-in-one-day.html). Ukrinform is a Ukrainian state news agency.

Britain is moving in the opposite direction from Washington. The prime minister's office said it will speed up deliveries of Lightweight Multirole Missiles (LMM) to Kyiv "to meet Ukraine's most urgent winter requirements," [Russia's TASS reported](https://tass.com/world/2201681). Zelensky also spoke by phone with Canadian Prime Minister Mark Carney about contacts with the United States and upcoming diplomatic meetings, [according to Ukrinform](https://www.ukrinform.net/rubric-polytics/4174157-zelensky-carney-discuss-us-contacts-and-upcoming-diplomatic-events.html).

## What this means

Early warning from US intelligence is one of Washington's main sources of leverage over Kyiv, because it decides whether Ukrainian air defenses are in position before a missile arrives. Whatever the exact facts, Ukraine's public complaint shows that Kyiv now treats that support as conditional. There is a documented precedent: in March 2025 the United States paused intelligence sharing to press Kyiv toward talks, and restored it after Ukraine accepted a ceasefire framework. European governments, led by Britain, are trying to fill the gap with air-defense munitions, but they cannot replace US satellite and signals coverage. Ukrainian heat and power plants, Ukrainian retailers' logistics, and European power exporters to Ukraine are exposed. Grid damage raises Ukraine's need to import electricity and gas from the European Union this winter. The more likely outcome over the coming weeks is more Russian strikes on Ukrainian generation, with Kyiv pushing for written US guarantees on warnings as its condition for any talks. A public US statement confirming full intelligence sharing, followed by a fall in successful strikes on Ukrainian power plants, would prove this wrong.

## What to watch

- Whether Washington confirms or denies limits on intelligence sharing in writing. A formal pause would repeat the March 2025 pattern of using intelligence as leverage in negotiations.
- Ukraine's electricity imports from the European Union and scheduled blackouts in Kyiv. Rising imports would show lasting damage to generation.
- The delivery schedule for British air-defense missiles. Faster arrivals would test whether European supply can partly offset reduced US support.
