# Zelensky ends three-day pause on refinery strikes, saying Russia ignored Trump's energy truce

Ukrainian officials say Russia hit power and gas facilities more than 200 times during the pause. Missile and drone alerts were issued across at least eight Russian regions overnight.

Ukraine will resume strikes on Russian oil refineries, President Volodymyr Zelensky told the [Financial Times](https://www.ft.com/content/c8511d8c-4889-4b38-bcce-f31044ef5b30?syn-25a6b1a6=1). "The block is out. We're done," he said, according to [Bloomberg's summary](https://www.bloomberg.com/news/articles/2026-10-15/ukraine-to-resume-russia-refinery-strikes-zelenskyy-tells-ft-mv911ocb) of the interview. He said Ukraine had paused energy strikes for three days after President Trump announced on October 11 that Russia and Ukraine had agreed to an "energy ceasefire." Zelensky said Russia kept attacking during that period. The [Kyiv Independent](https://kyivindependent.com/kyiv-stopped-attacking-russias-oil-refineries-moscow-continues-pounding-ukraines-energy-grid-zelensky-says/), citing Zelensky, reported more than 200 Russian strikes on electricity and transmission facilities and 17 on gas and oil sites since then. Moscow has not confirmed that it ever accepted a truce.

The [New York Times](https://www.nytimes.com/2026/10/14/world/europe/ukraine-starlink-energy.html) reported that one large attack left 600,000 people in Kyiv without power. It also reported that a Pentagon-funded satellite internet program used by Ukraine appeared to be restricted without warning. Elon Musk said the US government, not SpaceX, controls any limits on Ukraine's Starshield service, [Euronews reported](https://www.euronews.com/2026/10/15/musk-points-to-trump-behind-any-slowdown-in-ukraines-starshield-system). Overnight, a Russian attack on Kropyvnytskyi [killed three people and injured six](https://kyivindependent.com/intense-russian-assault-on-kropyvnytskyi-kills-3-injures-6/), according to the regional governor, who said the attack targeted logistics, transport and industrial sites.

Inside Russia, the independent Telegram channel [Ostorozhno Novosti](https://t.me/ostorozhno_novosti/56036) reported missile alerts in Rostov-on-Don and in the Volgograd, Voronezh, Orenburg, Ulyanovsk and Samara regions, as well as Chuvashia and Tatarstan. The same post said flights were restricted at the Volgograd, Saratov and Penza airports. The state agency [TASS](https://tass.ru/obschestvo/28216021) reported that Ryazan cancelled classes at schools and kindergartens in two districts because of drone attacks. Local Ryazan media [described a large-scale drone raid](https://news.mail.ru/incident/72726204/). Neither side has independently confirmed damage to refineries overnight.

## What this means

The truce collapsed because both sides gain more from striking the other's energy system than from stopping. Russia gains leverage by cutting Ukraine's power before winter. Ukraine's main comparable tool is reducing Russian refining capacity and fuel export revenue. Washington has a conflicting interest here: Trump wants Russian diesel on the market to lower US prices, so every Ukrainian refinery strike now works against that US policy goal. Washington's apparent control over Ukraine's satellite access gives it leverage over Kyiv that it does not have over Moscow. The common view treats the truce's collapse as a minor setback, but it showed something larger: Washington cannot enforce an agreement that only one side observes. Our forward read: Ukrainian strikes on Russian refineries are likely to resume within days. Within weeks, that would raise Russian domestic fuel prices and cut into the diesel volumes Trump has promised, which in turn makes US pressure on Kyiv, including over satellite access, more likely. A verified Russian halt to grid strikes would prove this wrong.

## What to watch

- Russian announcements of gasoline or diesel export bans, which would show refinery damage is cutting into domestic supply again.
- Any formal US statement on Starshield restrictions for Ukraine. A confirmed limit would show Washington is using technology access to push Kyiv toward a truce.
- Kyiv's power outage schedules as temperatures fall. Longer outages would increase pressure on Ukraine to accept terms.
