# Witkoff flies from Oslo to St Petersburg with proposals from the Oslo talks

The Kremlin confirmed the US envoy's trip as NATO sends patrol aircraft, drones and radar to the Black Sea after drone strikes on at least seven cargo ships off Romania and Bulgaria this month.

Steve Witkoff, President Donald Trump's special envoy, has left Oslo for St Petersburg, Secretary of State Marco Rubio told Reuters, [the independent Russian channel Ostorozhno Novosti reported](https://t.me/ostorozhno_novosti/56275). The Kremlin confirmed the trip. Norwegian Prime Minister Jonas Gahr Støre announced the visit on October 20 at a joint press conference in Oslo with Ukrainian President Volodymyr Zelensky and Finnish President Alexander Stubb. Støre said Witkoff would discuss the work produced by the Oslo talks and exchange views on ideas that European and American officials had developed, [Mezha reported](https://mezha.net/eng/news/mezha-5209a269908c3a8dcf08c0d4_witkoff_will_travel).

Japan's Jiji Press [reported](https://www.jiji.com/jc/article?k=2026102100507&g=int) that Washington and Moscow may soon exchange detainees and that the envoy's visit could deliver it. Its headline also referred to the possible release of a former teacher. Witkoff had secured the release of Marc Fogel, an American teacher held in Russia, during an earlier trip in 2025.

The fighting continued while Witkoff was in the air. Russian air defenses destroyed 21 drones over the Kaluga region overnight, [RIA Novosti reported](https://ria.ru/20261021/bespilotniki-2125788847.html), citing Russian officials. That claim, like all wartime claims, is unverified. At sea, NATO allies "have or will send additional maritime patrol aircraft, radar systems, explosive exploitation teams, intelligence personnel, drones, and more to the Black Sea," NATO spokesperson Colonel Martin O'Donnell said, [the Kyiv Independent reported](https://kyivindependent.com/nato-to-bolster-black-sea-presence-with-patrol-aircraft-drones-after-attacks-on-commercial-ships/). Drones have struck at least seven cargo vessels this month off Romania and Bulgaria, killing two people and leaving at least 25 missing, [the Associated Press reported via ITV](https://www.itv.com/news/2026-10-16/drone-attacks-on-vessels-in-black-sea-test-natos-ukraine-support). Zelensky blamed Russia. Bulgaria and other NATO members have not assigned responsibility.

Each side gains something from the format. Moscow keeps a direct channel to Washington. European capitals, by placing their proposals in the package Witkoff carries, avoid being left out of a bilateral settlement.

## What this means

The Oslo format partly cuts against the thesis that Washington is negotiating with Moscow on its own, because European proposals are traveling with the US envoy. The Kremlin still holds the advantage of dealing with one messenger rather than a coalition. The Black Sea is where this conflict is generating a direct economic cost. Drone attacks inside the exclusive economic zones of two NATO members raise war-risk insurance premiums for ships calling at Constanța and Varna. They also test whether NATO will act against attacks that no member has formally attributed. The desk's read is that the visit yields a humanitarian result, most likely a detainee exchange within weeks, rather than a ceasefire framework. Russia gains more from talking than from conceding while its forces still hold the initiative. That read would prove wrong if the Kremlin announces a date for a Putin-Trump summit or accepts a pause in strikes on energy and shipping. Either step would show Moscow pricing the costs of the war higher than its gains.

## What to watch

- Whether a detainee exchange takes place in the next few days. A swap would show the channel can deliver results, even if only small ones.
- Formal attribution of the Black Sea ship attacks by Bulgaria or Romania. Naming an attacker would oblige NATO to decide on a response.
- Kremlin statements after Witkoff meets Russian officials. A readout that mentions the European proposals would show Moscow is willing to deal with the coalition and not only with Washington.
