# Rubio Calls the Ukraine War a Dispute Over "One Region" Before November's Three-Way Talks

President Volodymyr Zelensky answered a US envoy's praise of Vladimir Putin as "a humanitarian" with a jibe, and Russian state media name Finland's Alexander Stubb as Europe's likeliest channel to Moscow.

US Secretary of State Marco Rubio described the war as a territorial dispute over Ukraine's eastern Donbas region. "It's about one region of the country," he told India Today on October 22, [according to the Kyiv Independent](https://kyivindependent.com/rubio-reveals-theory-on-russias-war-against-ukraine-ahead-of-next-us-peace-push/). He said the war is "about 11 percent of one part of that country that Russia wants and cannot take militarily and that Ukraine is unwilling to give up." He spoke ahead of trilateral talks among the United States, Ukraine and Russia planned for November.

Earlier in the week, US envoy Steve Witkoff called Putin "a humanitarian" during talks in St. Petersburg that Ukraine did not attend, [CNBC reported](https://www.cnbc.com/2026/10/21/witkoff-russia-putin-ukraine-zelenskyy.html). Zelensky responded in an interview with ABC News that he was "maybe not such a big humanitarian as Putin," the [Kyiv Independent reported](https://kyivindependent.com/zelensky-maybe-not-such-a-big-humanitarian-as-putin-he-quips-as-ukraines-relations-with-trump-unravel/). The outlet said Russia struck Kyiv with ballistic missiles and cluster munitions hours later. That is a Ukrainian account, and the Russian sources cited here have not addressed it.

Europe is trying to find a role in the talks. Russian state agency [TASS](https://tass.com/world/2207245), citing a newspaper report, wrote that Finnish President Alexander Stubb is seen as the most likely European candidate for talks with Russia. TASS said his main advantage is his good relationship with Trump.

## What this means

Rubio's description narrows the war to one territorial question, which is how Moscow frames its demand for Donbas. It leaves security guarantees and reconstruction finance, Kyiv's priorities, out of the core bargain. Europe's influence now depends on whether it can offer an envoy Trump accepts, not on how much money it commits. That leaves European capitals funding an outcome they do not negotiate. Exposure runs through Ukrainian sovereign debt, European defense budgets and the immobilized Russian central-bank assets that any settlement will have to address. The August 2025 Trump-Putin summit in Anchorage is the precedent: warm words, no ceasefire and continued strikes. The likelier outcome in November is talks centered on a Donbas arrangement and the order in which sanctions are lifted rather than on guarantees for Ukraine. This depends on Washington keeping concessions such as the diesel waiver in place. US talks paired with new sanctions or new weapons deliveries to Ukraine would prove this read wrong.

## What to watch

- Whether a European envoy is admitted to the November talks. Inclusion would slow the trend toward a settlement among great powers alone.
- Kyiv's public position on Donbas before the talks. Any softening would show US pressure working on Ukraine more than on Moscow.
- New US sanctions or weapons decisions in the weeks before November. Either would show Washington keeping leverage over Moscow rather than offering accommodation only.
