Japanese Defense Minister Shinjiro Koizumi [travels to the Philippines](https://www.japantimes.co.jp/news/2026/10/27/japan/koizumi-asean-china/) from Wednesday for the expanded meeting of Association of Southeast Asian Nations (ASEAN) defense ministers. He plans bilateral talks with his US, Philippine and South Korean counterparts. His ministry has not confirmed whether Chinese Defense Minister Dong Jun will attend, so a meeting between the two is unlikely. Koizumi said he would hold frank discussions if Dong does come. The ASEAN meetings run [from October 26 to 30 in Lapu-Lapu City, Cebu](https://www.riotimesonline.com/bank-of-japan-rate-decision-october-2026/), with ministerial sessions on October 28 and 29.

Two reports published on the same day describe how drone technology is spreading among the region's militaries. Russian state agency [TASS, citing the Taipei Times](https://tass.ru/ekonomika/28256415), reports that Taiwan is developing an artificial intelligence (AI) system to coordinate different types of unmanned aerial vehicles. A [new investigation summarized by the Kyiv Independent](https://kyivindependent.com/new-report-tracks-how-russia-helps-china-build-better-drones/) finds that Russian designs for rocket-launched drones likely shaped weapons China unveiled in 2025. It also finds that Russian wind tunnels kept testing aircraft models for China's leading state arms manufacturer after the 2022 invasion of Ukraine.

Each outlet has an interest in its version. TASS reports Taiwanese military development as evidence of tension the island creates. The Ukrainian outlet presents Russia-China cooperation as a threat to Western security. Both reports describe the same trend: AI-coordinated drones, tested in Ukraine, are becoming the main area of competition for East Asian militaries.

## What this means

Japan is building a network of bilateral defense ties with Manila, Seoul and Washington, while Beijing withholds ministerial contact. Tokyo can expand cooperation, but it cannot force China into crisis-management talks. If the Ukrainian-reported Russian assistance is confirmed, it shortens China's development time for drones and missiles. That raises the value of the drone and AI programs that Taiwan and Japan are funding. Defense contractors in Japan, South Korea and Taiwan that supply drones, sensors and electronic-warfare systems gain from rising budgets. Shipping and insurance costs in the South China Sea rise with each new confrontation. Dong's possible absence is new information. China used ministerial attendance as a signal during the 2023 to 2024 freeze, when it refused US defense talks for more than a year. The likelier outcome is that the meetings produce new Japan-Philippines and Japan-US cooperation statements without a Japan-China meeting, and that regional drone procurement announcements continue over the next several months. A Koizumi-Dong meeting with an agreed military hotline would contradict that read.

## What to watch

- Whether Dong Jun attends the Cebu meetings. His absence would mean Beijing is limiting military contact with Tokyo and Manila.
- Japan-Philippines agreements on maritime patrols or equipment transfers this week. New commitments would extend Japan's defense role in the South China Sea.
- Taiwan's next defense budget allocation for unmanned systems. A larger share would confirm that drone warfare is reshaping procurement across the region.
