# Intel's 29% Collapse and OpenAI's Smaller Fundraising Push the AI Sell-Off Into Credit-Dependent Tech

The Nasdaq Composite fell 2.86% on Friday, and OpenAI now seeks $20 billion at a $1.25 trillion valuation instead of $30 billion at $1.4 trillion, while futures markets price a Federal Reserve rate increase in December.

US technology stocks ended October with their sharpest one-day decline since June. The Nasdaq Composite [closed at 25,437, down 2.86%](https://www.bbntimes.com/technology/nasdaq-slides-to-25-437-00-as-intel-has-worst-day-since-1974-and-october-loss-tops-5-amid-us-iran-tensions). According to [closing data compiled by market analysts](https://cappnotes.substack.com/p/closing-look-friday-october-30-2026), the S&P 500 fell 1.82% to 7,580.07 and the Dow Jones Industrial Average fell 1.09% to 51,770.31. [CoinDesk reported](https://www.coindesk.com/business/2026/10/30/openai-reportedly-cuts-fundraising-target-amid-ai-jitters) that the Nasdaq 100 has lost about 10% in the three weeks since its record high on October 6.

Intel caused the largest single move. Its shares [fell 28.58% to $65.76](https://finance.yahoo.com/markets/stocks/articles/stock-market-today-oct-30-212002526.html). The Israeli business daily [Globes called it the company's worst day since 1974](https://www.globes.co.il/news/article.aspx?did=1001561446#utm_source=RSS). Intel beat third-quarter estimates. Its fourth-quarter forecast, however, came in far below expectations, and the company [cited weak personal computer demand, data-center supply problems and a factory accident in Israel](https://www.staradvertiser.com/2026/10/30/breaking-news/tech-stocks-tumble-as-amazon-intel-fuel-ai-spending-fears/). Sandisk fell 13.42% and Qualcomm fell 11.12%.

The private market for AI is also repricing. The [Financial Times reported](https://www.ft.com/content/7a3ad950-1b3b-4d9e-8c15-65a61ae6180f?syn-25a6b1a6=1) that OpenAI now seeks about $20 billion at a $1.25 trillion valuation. Earlier this month the target was [$30 billion at $1.4 trillion](https://finimize.com/content/openai-trimmed-its-fundraising-target-by-10-billion), and SoftBank's commitment reportedly fell from $30 billion to $20 billion. The same week, Alphabet [lost about $700 billion in market value](https://finimize.com/content/openai-trimmed-its-fundraising-target-by-10-billion) after it raised its 2026 capital spending guidance to $195 billion to $205 billion and said 2027 spending would be higher. [MarketWatch compared](https://www.marketwatch.com/story/has-the-tech-bubble-burst-why-the-nasdaqs-rough-ride-looks-eerily-like-2000-5bcefcb2?mod=mw_rss_topstories) the pattern to the top of the dot-com market in 2000.

The monetary backdrop has tightened. The Federal Reserve held rates this week, but [two officials dissented in favor of a rate increase](https://www.cnn.com/2026/10/28/business/live-news/federal-reserve-interest-rate-october). CME FedWatch showed [about 76% odds of a December hike](https://cappnotes.substack.com/p/closing-look-friday-october-30-2026), and the 10-year Treasury yield stood at 4.94%. Dallas Fed President Lorie Logan said the central bank needs at least two more quarter-point increases. Outside the United States, Globes reported that the dollar rose above 3.14 shekels, a six-month high, as the sell-off spread to other markets.

## What this means

The mechanism is the cost of capital. The AI build-out moved from funding out of cash flow to funding with debt and private equity, and it now meets a central bank that is debating higher rates rather than lower ones. That combination reprices the marginal project first. Intel, chip suppliers and late-stage private rounds are the most exposed, and cash-rich platforms with pricing power are the least exposed. From an Austrian view, years of cheap credit funded capacity on assumptions about future demand, and a rising discount rate now tests those assumptions. Markets already price the spending totals. The new information is that the largest private buyers of AI equity are shrinking their commitments. The precedent is 2000. The Federal Reserve raised rates into the dot-com peak, and the Nasdaq then took more than two years to find a floor while hyperscale-equivalent spending was cut. The desk's read is that, if the Fed raises rates in December, suppliers and private AI valuations will fall further within weeks and capex guidance for 2027 will be trimmed by spring. That read is wrong if the next payrolls report weakens enough to remove the December hike from pricing, which would restore the funding window.

## What to watch

- Whether OpenAI's first close comes in below $20 billion. A smaller close would show that private investors are reducing exposure at the top of AI pricing.
- The next US payrolls report and the December rate-hike odds in futures markets. Lower odds would reduce pressure on long-duration tech equities.
- Whether any hyperscaler lowers its 2027 spending plan. A cut would hit chip and memory suppliers directly.
