# US Approves a Sale of 500 Patriot Missiles to Ukraine as a Russian Strike Cuts Power and Water in Kyiv

Zelensky called the decision strong but warned that deliveries could take years, and Canada pledged €500 million toward a loan to cover Ukraine's 2027 budget gap.

The US State Department on Friday approved a potential sale of 500 Patriot missiles to Ukraine, Pakistan's [Dawn reported](https://www.dawn.com/news/2041152/trump-admin-approves-potential-patriot-missiles-sale-to-ukraine). The approval now goes to Congress for review, and it follows weeks of complaints from Ukrainian officials. Ukrainian President Volodymyr Zelensky gave two different assessments. Dawn reported that he warned deliveries could take years. The state news agency [Ukrinform quoted him](https://www.ukrinform.net/rubric-polytics/4179938-zelensky-500-patriot-interceptors-could-provide-ukraine-with-strong-defense-this-winter.html) as saying the interceptors, which defend against Russian ballistic missiles, could give Ukraine a strong defense this winter. Approval of a sale does not tell us the delivery date, and production capacity will decide how much arrives this winter.

The need is immediate. A Russian attack on Friday [hit an energy facility in Kyiv](https://kyivindependent.com/russian-attack-hits-kyiv-energy-facility-leaving-parts-of-four-districts-without-power/), and parts of the city lost power and water, according to the Kyiv Independent, whose staff reported explosions and widespread power fluctuations. Earlier in October, Russian forces [struck all three of Kyiv's combined heat and power plants](https://www.pravda.com.ua/eng/news/2026/10/14/8057936/).

The financing is also being assembled. Canada [pledged €500 million toward a Ukraine support loan](https://kyivindependent.com/canada-pledges-500-million-euros-toward-ukraine-support-loan-amid-2027-budget-shortfall/) to help cover a 2027 budget shortfall. Norway pledged $9 billion for 2027 on October 7, and the United Kingdom announced a $13 billion pledge on October 28. German Chancellor Friedrich Merz [invited members of the Coalition of the Willing](https://www.ukrinform.net/rubric-polytics/4179912-merz-announces-coalition-of-the-willing-meeting-in-berlin.html) to a meeting in Berlin in November.

## What this means

The pattern is a sale rather than a grant. Washington supplies weapons through commercial sales, and Europe and Canada pay for Ukraine's state budget. That shifts the fiscal cost of the war onto European and Canadian taxpayers, while US defense manufacturers keep the revenue. Russia's strategy is to strike Ukraine's grid before winter, which damages output and pushes Ukraine's import and budget needs higher. Interceptor supply is the constraint: an approval for 500 missiles does not protect power plants this winter if production lines are already committed to other buyers. In the winter of 2022 to 2023, Russian strikes on the grid caused rolling blackouts across Ukraine until Western air defense deliveries increased in spring. The desk's read is that Ukraine will face scheduled power cuts this winter because deliveries will lag the approval, and that European pledges for 2027 will keep growing in size. That read is wrong if Washington diverts existing Patriot stocks from its own inventory or from Gulf deployments to Ukraine within weeks.

## What to watch

- Whether Congress raises objections during its review. A quick clearance would allow contracts to be signed before winter.
- The delivery schedule that the Pentagon or Lockheed Martin discloses. Deliveries in 2027 or later would leave the grid exposed this winter.
- The scale of Kyiv's scheduled power cuts in November. Longer cuts would raise Ukraine's import and budget needs.
