The G20 foreign ministers ended in Atlanta without a joint communiqué. Japan used a rare meeting with Sergei Lavrov to demand the release of a detained Japanese national.

Japan's Jiji Press reported that the United States and Russia are [exploring a meeting between their presidents](https://www.jiji.com/jc/article?k=2026110100217&g=int) at the Asia-Pacific Economic Cooperation (APEC) summit, which China hosts in November. The leaders' meeting will be held in [Shenzhen on November 18 and 19](https://en.wikipedia.org/wiki/APEC_China_2026). The Kremlin said last month that [China was preparing for a possible three-way meeting](https://www.bloomberg.com/news/articles/2026-10-21/kremlin-says-china-preparing-for-possible-putin-trump-xi-meeting) of Vladimir Putin, Donald Trump and Xi Jinping. Russian daily [Izvestia](https://en.iz.ru/en/2190399/2026-10-25/meeting-between-putin-and-trump-may-take-place-apec-summit) reported that neither a bilateral nor a trilateral format has been confirmed.

The multilateral meeting in Atlanta produced no agreement. The Group of 20 (G20) foreign ministers [ended without a joint communiqué](https://www.infomoney.com.br/mundo/g20-encerra-reuniao-de-chanceleres-sem-consenso-sobre-seguranca-internacional/) on international security, Brazil's InfoMoney reported. The host presidency issued only a statement in its own name, and it listed no agreements.

Some countries used the meeting for bilateral business. [The Japan Times reported](https://www.japantimes.co.jp/news/2026/11/01/japan/politics/japan-russia-g20-meeting/) that Japan demanded the release of a detained Japanese national in a rare high-level meeting with Russian Foreign Minister Sergei Lavrov. Relations between the two countries are strained over Ukraine and the long-running dispute over the southern Kuril Islands, which Japan calls the Northern Territories.

If a meeting between the US and Russian presidents takes place in Shenzhen, Beijing will be the host and facilitator of US-Russian diplomacy. European governments are not part of that format.

## What this means

The G20 failed as a group, while the main bilateral relationship is being arranged on Chinese territory. That supports two of the desk's working theses. The United States and China are the two powers that set the format, and Russia treats its relations with Washington as a matter for great powers, not for Europe. Beijing gains standing as a broker at little cost. Moscow gains a direct channel to Trump that does not pass through Kyiv or Brussels. European governments and Ukraine are the most exposed, because any outline agreed in Shenzhen would ask them to fund or enforce terms they did not negotiate. The consensus still treats the G20 as a forum where security positions are coordinated. Atlanta shows it is not one now. The likelier outcome is that some form of Trump-Putin contact takes place in Shenzhen, with nuclear arms control or broad principles discussed more than detailed Ukraine terms. The read is wrong if the Kremlin or the White House rules out a meeting before November 18, or if renewed escalation in Ukraine or Iran pulls Trump's attention elsewhere.

## What to watch

- Confirmation from the Kremlin or the White House of a Trump-Putin meeting in Shenzhen, and whether Xi joins it.
- Whether European leaders seek their own meetings with Xi at APEC, which would show they are trying to keep a seat in the talks.
- Russia's response on the detained Japanese national, which is a small test of whether Moscow wants better relations with Tokyo.
