Chinese President Xi Jinping and Sultan Haitham bin Tarik of Oman attended the [signing of cooperation documents](https://english.news.cn/20261102/1be48f51d6fb4de8867af335d14440eb/c.html) in Beijing on Monday, the Chinese state agency Xinhua reported. It is the sultan's first trip to China since he took the throne, and the [first visit by an Omani head of state](https://news.cgtn.com/news/2026-11-02/Xi-Jinping-holds-talks-with-Sultan-of-Oman--1RJPL7YnSBa/p.html) in the 48 years since the two countries established diplomatic relations, according to the Chinese state broadcaster CGTN. Xi called deeper ties a ["shared strategic choice"](https://www.arabnews.pk/world/deeper-china-oman-ties-strategic-for-both-sides-xi-says-3005849) for both countries.

The texts of the documents have not been published. Reporting on the talks lists the priority areas as [conventional and renewable energy, green hydrogen, industrial investment, supply chains, ports, logistics and artificial intelligence](https://www.arabnews.pk/world/deeper-china-oman-ties-strategic-for-both-sides-xi-says-3005849). The [Oman Observer](https://www.omanobserver.om/article/1198823/oman/his-majesty/his-majesty-to-visit-china-brunei-darussalam) reported that Ahmed bin Jaafar Al Musalmi, governor of the Central Bank of Oman, is part of the delegation. The paper did not say what financial arrangements, if any, were discussed.

The timing matters. Oman borders the Strait of Hormuz and has historically served as a diplomatic channel between Washington and Tehran. Qatar is currently leading the talks on reopening the strait. China is the largest buyer of Gulf crude and has the most to lose from a long closure.

## What this means

Oman is hedging. Its security guarantees come from Washington, while its export revenue and future port business increasingly depend on Asian buyers. A Gulf state on the Hormuz shoreline signing infrastructure and technology agreements with Beijing, while US-Iran talks run through Doha, gives China a stronger position in any post-war arrangement for the strait, at little cost. The central bank governor's presence is the detail to watch. If the visit produces a currency swap line, an agreement to exchange currencies directly without routing through the dollar, or yuan settlement for oil, it would be a concrete step away from dollar-only Gulf trade. If it does not, the visit is mostly about commerce. In 2023, Beijing brokered the Saudi-Iran normalization and showed it can convert trade weight into diplomatic standing in the Gulf. The desk's forward read: expect Chinese port and logistics investment in Oman, especially near Duqm, to be announced within months, and expect Washington to respond with its own investment offers rather than open pressure. Publication of a currency swap or yuan oil-settlement agreement would strengthen the reading that Gulf trade is shifting away from the dollar. A US security announcement with Oman that excludes Chinese port access would point the other way.

## What to watch

- Whether the published agreements include a currency swap or yuan settlement. That would be the clearest monetary result of the visit.
- Chinese investment announcements at Omani ports. Port stakes near Hormuz would give Beijing a physical role in the shipping route.
- The US response to the visit. New US defense or investment offers to Muscat would show Washington competing for the alignment.
