# OpenAI Dissolves the Preparedness Team That Assessed Catastrophic Model Risks

OpenAI has disbanded its Preparedness team, the group that evaluated whether frontier models could materially help with biological, chemical, nuclear, or cyber attacks. The work does not disappear on paper. Senior staff now own individual risk domains inside existing product and research groups rather than in one central unit, and OpenAI says its Preparedness Framework, restated in the Frontier Governance Framework published in May, still governs how it decides whether a model is safe to deploy. Frontier-risk evaluation at OpenAI now depends on individual owners inside shipping teams rather than a unit with a separate reporting line, which removes the clearest internal mechanism for delaying a launch on safety grounds. Regulators drafting model-evaluation rules in the European Union and the United Kingdom lose a reference implementation they had been pointing to, and rivals that keep named safety organizations, including Anthropic's Frontier Red Team, gain a procurement argument with risk-averse enterprise and government buyers. The two outcomes that would settle this are a published description of who can now block a deployment, or a future capability disclosure that shows an evaluation was skipped.
