Putin Signs Russia's First Comprehensive Crypto Law and Keeps the Domestic Payment Ban
The statute creates five licensed participant categories and a digital-depository custody regime under Bank of Russia supervision, with the main provisions taking effect on 1 September.
President Vladimir Putin signed Russia's law on digital currencies and digital rights on 4 August. State news agency TASS, relayed by Cointelegraph, described it as the country's first comprehensive framework for crypto exchanges, digital depositories and custody of digital assets. Russian outlets including Interfax reported that the main provisions take effect on 1 September 2026.
The law defines five categories of regulated participants: exchanges, brokers, management companies, depositories and exchange offices. Custody and record-keeping move to a new institution, the digital depository, and existing securities depositories may take on that role if they meet requirements for software and information protection. Buying and selling digital assets in Russia is to run only through infrastructure supervised by the Bank of Russia, with separate access rules for qualified and non-qualified investors.
What the law does not do is legalize crypto as money. Settlement in cryptocurrency inside Russia remains prohibited, so residents can hold and trade digital assets through licensed venues but cannot pay with them. That combination, confirmed in the signing coverage, keeps the ruble as the only domestic means of payment while giving the state a supervised system through which crypto flows can be observed.
Russia has separately used digital assets in cross-border trade settlement under an experimental legal regime since 2024, and the central bank has consistently opposed domestic circulation. The new law formalizes that split: crypto as an investment instrument and an external settlement tool, not as internal money.
Veracity: Corroborated
93/100- If true, who benefits
The Bank of Russia and the licensed depositories and exchanges that qualify for the registry gain a supervised, observable channel for capital that would otherwise move peer-to-peer, and the state protects the ruble's monopoly on domestic payment while keeping an external settlement tool available.
Part of a tracked trend
States Turn Crypto Rails Into Sanctions Instruments
Governments increasingly track, freeze, and seize on-chain assets to enforce sanctions, turning traceable ledgers and centrally controlled stablecoins into extensions of financial statecraft rather than escapes from it.
