India's National Stock Exchange Opens a 225.6 Billion Rupee Share Sale, the Largest of Eleven Offerings Next Week

Eleven public offerings open in India next week seeking about 246 billion rupees in total, and the National Stock Exchange accounts for 225.6 billion rupees of that. Hero Motors follows at 10 billion rupees. The exchange's offer runs from September 17 to September 21 at a price band of 1,700 to 1,785 rupees a share, which implies a valuation near 4.42 trillion rupees at the top of the range. Every share on offer comes from existing holders, among them the State Bank of India and the Canada Pension Plan Investment Board, so the exchange itself raises no new capital.

In its prospectus the exchange presented market leadership, scale, profitability and technology infrastructure as its strengths, and also disclosed its dependence on trading volumes and its exposure to regulatory change. Both halves of that description matter. A near-monopoly position in Indian equity and derivatives trading produces high margins, and the same position makes the business a standing target for the Securities and Exchange Board of India, which has repeatedly intervened in derivatives activity.

The timing is notable. A listing of this size is arriving while American rates are rising and the dollar is firm, conditions that historically pull portfolio money out of emerging markets. Indian issuers are testing whether domestic savings, channelled through mutual funds and systematic investment plans, can absorb supply on this scale without foreign participation. Brokerage research is pointed in the same direction, with Jefferies publishing five financial-sector picks including a small-finance bank converting to a universal banking licence.
