Russia votes in State Duma elections held over three days under wartime conditions
Officials say polling stations in four annexed Ukrainian regions will take part for the first time, a claim Kyiv and most United Nations members reject.
Russians began voting on Friday in elections to the State Duma, with polling running from 18 to 20 September and Sunday set as the main day. Voters choose 450 deputies, half in single-member districts and half from party lists, and remote electronic voting is available in 33 regions. Regional governors, including those of Krasnoyarsk and Tomsk, cast ballots publicly on the opening day, RIA Novosti reported.
Russian authorities say residents of the Donetsk, Luhansk, Zaporizhzhia and Kherson regions will participate in a Duma election for the first time. Ukraine and most member states of the United Nations do not recognise Russia's annexation of those territories and reject the legality of voting there. Russian state media reported that election observers in Luhansk received training in how to act during emergencies, a reference to the risk of strikes on polling sites.
Voting abroad has become a diplomatic dispute of its own. Russian Ambassador to Germany Sergey Nechayev said conditions for Russian citizens voting in Germany are far from normal, citing a reduced number of polling stations and what he described as anti-Russian rhetoric, according to TASS. The Russian embassy in Belarus said its polling stations are fully prepared, with senior adviser Alexei Maskalev describing serious preparatory work.
The vote is being conducted while long-range strikes continue to reach Russian territory and while the government finances the war through high domestic borrowing costs and heavy defence spending. No mainstream party is contesting either policy.
Part of a tracked trend
The War Reaches Russia's Interior
The Ukraine war increasingly manifests inside Russia through drone strikes and attacks on soft targets far from the front, steadily raising the country's domestic risk premium and internal-security costs.
Veracity: Corroborated
88/100- If true, who benefits
The Kremlin gains a parliament that will keep approving defence-heavy budgets and the domestic borrowing that funds them, Russian defence contractors gain continuity, and the administrative act of voting in the four regions is itself intended to convert military control into constitutional fact.
- The nuance
The three-day schedule and the participation of the four regions are reported by Russian state media and matched by independent accounts of early voting conducted by mobile teams escorted by armed personnel, and with no credible independent observation either inside Russia or in the occupied areas, turnout and results cannot be verified by anyone outside the administering authority.
An open-source-intelligence read of how likely this story is true with its real nuance, not a judgment of any outlet. It assesses the claim, weighing independent and adversarial reporting. How we label confidence.
What this means
The election will not change Russian fiscal or war policy, but the administrative effort of running it inside contested territory and under drone threat adds to internal security costs that are already growing. For investors watching Russian assets, the relevant consequence is continuity: a Duma returned on this basis will keep approving defence-heavy budgets and the borrowing needed to fund them, which keeps domestic interest rates high and crowds out private credit.
