Vice Premier He Lifeng arrives for five days of talks as Taiwan sends its first cabinet-level official to the mainland under the Lai administration.

The Office of the United States Trade Representative announced that American and Chinese ministers will meet in New York on 20 September, according to Jiji Press. Trade Representative Jamieson Greer and Treasury Secretary Scott Bessent will face Vice Premier He Lifeng, whom China's Ministry of Commerce says will be in the United States from 19 to 23 September. The two sides are completing preparations for a leaders' meeting on 24 September.
Greer framed the American agenda in monitoring terms: verify that Beijing is implementing what it already agreed, expand purchases of US farm goods, improve access for American companies and, in his words, optimise trade in items that are not security sensitive. That last phrase concedes the structural point. Both governments now treat a growing share of trade as outside commercial negotiation altogether.
Cross-strait contact is moving in parallel. Taiwan's labour minister, Hung Sun-han, is expected in Nanjing on Sunday for an Asia-Pacific Economic Cooperation (APEC) ministerial meeting, becoming the first cabinet-level official under President William Lai Ching-te to visit the mainland. How Beijing receives him, as a minister or as a delegate in a personal capacity, will be read closely on both sides.
Both governments gain from a calm pre-summit period, US agricultural exporters and companies with China revenue gain from any purchase commitments, and Beijing gains from hosting a Taiwanese minister on terms it defines.
Reporting places the Bessent and Greer meetings with He Lifeng across 19 and 20 September in New York rather than a single Sunday session, and Taiwan's labour minister Hung Sun-han is due at the Asia-Pacific Economic Cooperation human resources ministerial in Nanjing on 21 September, where Taipei frames the trip as equal participation and Beijing has not stated the status it will accord him.
An open-source-intelligence read of how likely this story is true with its real nuance, not a judgment of any outlet. It assesses the claim, weighing independent and adversarial reporting. How we label confidence.
What this means
Each of these rounds produces a truce with a short expiry date rather than a settlement, which means importers, exporters and manufacturers must keep pricing tariff risk into contracts and keep paying to hold duplicate supply chains. Agricultural exporters and companies with China revenue gain from a successful summit. Semiconductor and equipment makers are largely excluded from these negotiations, because both governments have moved that category into national security policy where commercial bargaining does not apply.

He Lifeng departs 23 September, one day before the leaders' meeting, so any ministerial disagreement arrives unresolved at heads of government level rather than a subsequent technical round.
