Portugal and Spain Lead Europe's Housing Shortage as Tel Aviv Apartment Prices Pass 5 Million Shekels

Spain's accumulated deficit exceeds 730,000 homes while Portuguese construction costs rose 6.9 percent in May, and Israeli data shows prices in Tel Aviv separating from its neighbouring cities.

The Financial Times identifies Portugal and Spain as the European Union's worst housing shortages, attributing the shortfall to immigration, bureaucracy and high construction costs. The numbers behind that assessment are large. Spain needs roughly 200,000 new homes a year and completes between 100,000 and 150,000, leaving an accumulated deficit above 730,000 units, nearly half of it concentrated in Madrid, Barcelona, Valencia, Alicante and Murcia.

Portugal shows the same pattern at the affordable end. The median asking price reached €3,142 per square metre in May, up 10.2 percent on the year, and the stock of homes priced up to €210,000 fell to less than half of what was available a year earlier. Construction costs for new housing rose 6.9 percent in May, with materials up 6.4 percent and construction labour up 7.5 percent. The European Commission estimates Portuguese housing is overvalued by 25 percent, the highest figure in the bloc.

The same dynamic is visible outside the European Union. Israeli central bureau of statistics data for the second quarter shows the average four-room apartment in Tel Aviv passed 5 million shekels, while prices in neighbouring cities fell. Globes also reported a wave of transaction cancellations in the Negev and an unusually sharp rise in rents in Beit Shemesh.

The common mechanism is that supply responds to permits and construction costs while demand responds to credit and population. When the first is constrained by administrative process and input inflation and the second is not, the adjustment happens entirely in price. Every European government facing this now proposes to subsidise demand, which is the side of the market that does not need help.

What this means

Housing carries a heavy weight in consumer price indices through rent and imputed rent, so a supply shortage that pushes shelter costs up keeps measured inflation above target even when goods prices are flat. That constrains the European Central Bank, which cannot lower rates without adding to the credit that bids up the same limited stock. Households in Iberia and young workers everywhere carry the direct cost. Construction firms face rising input prices they cannot fully pass on at the affordable end, which is why building at that price point has stopped.
