Japan's opposition demands Takaichi state the payments and funding in her consumption-tax cut bill

Opposition parties used a broadcast on public broadcaster NHK on Sunday to press Prime Minister Sanae Takaichi's government for details of the support payment to ease workers' burdens in its bill to cut consumption tax on food, Jiji Press reported (translated from Japanese). Yasuhiro Nakagawa of Komeito said it was unprecedented to create a new system by law without figures in the bill, and that his party could not vote without them. Motohisa Furukawa of the Democratic Party for the People asked that Takaichi appear before the lower house's financial affairs committee. Yuichi Goto of the Democratic Reform group said tax-inclusive prices were unlikely to fall and that households might not notice any relief.
In the lower house, Takaichi gave a reference figure: payments for about 20 million people with annual incomes up to ¥3.5 million, according to the Yomiuri Shimbun. When the bill entered deliberation, however, she did not name a funding source or give the payment details. The Hokkaido Shimbun reported that the government is prioritizing the legislative schedule and may force the bill through.
The fiscal picture is tightening. The Finance Ministry set the coupon on October's new 10-year bonds at 3.1%, the highest in 30 years and two months. On Friday, the benchmark 10-year yield fell 7.5 basis points to 2.795% and briefly dropped below 2.8% for the first time in two and a half months. Nikkei attributed the fall to investors buying bonds for safety while AI-related shares fell worldwide. The Financial Times argues that Takaichi's growth strategy, which covers 17 priority industrial sectors, lacks focus.

The likelier outcome is that payment figures are added under opposition pressure, the funding is left to future bond issuance, and super-long yields resume rising within weeks to months once equity markets calm. This read is wrong if the government names a dedicated revenue source or the Bank of Japan slows its reduction in bond buying.
